POSITION SUMMARY:
To provide management, some design and technical oversight to facilitate reconstruction initiatives in housing and community infrastructure following the January 12th earthquake. To implement the shelter recovery project in accordance with the documented shelter strategy to ensure equity, minimize and effectively manage conflict and enhance community resilience and independence.
Program Management and Evaluation
+ Develop template forms for different technical assessments in relation to the shelter construction
+ Lead the technical team for the assessment of land, precautionary measures and available construction materials
+ Coordinate with the Monitoring and Evaluation Unit for assessing the existing data on target beneficiaries and their needs
+ Design, estimate and prepare the bill of quantities for the shelters
+ Manage, carry out and adjust the field operations for the shelter
+ Plan the project activities chart/DIP and executive strictly according to the plan to meet the set timelines
+ Provide leadership to the team of field engineers, shelter team leaders, technicians and the shelter construction crews
+ Provide leadership and advice for solving the in-situ technical problems relevant to shelter construction
+ Communicate the organizational/project shelter strategy clearly to target beneficiaries
+ Ensure that beneficiaries understand the project goals and donor at village level
+ Provide advice to the senior management for the environmental resource replacement as WVs cross cutting theme
+ To provide support for the logistical management of commodities to remote locations
+ Facilitate Monitoring and Evaluation Team for the ongoing and post construction evaluation of the project
+ Prepare the weekly and monthly updates of the project
+ Any other job as required and advised by the manager
Financial Management
+ Manage operating budget for the construction, maintain the materials inventory, cost for the materials purchased and any other expenses incurred for the shelter construction
+ Oversee pre-qualification and bidding of local suppliers and contractors ensuring direct compliance to established standards
+ Liaise with NGOs/UN agencies in the field to ensure coordination of inputs and resources
+ Liaise with local/government authorities at field level to ensure compliance with government regulations
Human Resource Management
+ Oversee staff recruitment, hiring, and management at field level
+ Build capacity of staff and communities

KNOWLEDGE, SKILLS AND ABILITIES:
REQUIRED:
+ Excellent English and French communication skills (both oral and written)
+ Ability to partially design and document the projects
+ Strong negotiation skills with donors, government authorities, local contractors and suppliers
+ Thorough knowledge MS Office and preferably Lotus Notes
+ Strong commitment to WVs vision, mission and core values
+ Cross-cultural sensitivity, flexible worldview, emotional maturity and physical stamina
+ Ability to work in and contribute to team building environment

+ Fitness for Duty: Able to work and travel extensively in the country of assignment as well as internationally to attend various senior management and project meetings in country assignment(i.e. Haiti)
