Director of Operations

The Clinton Health Access Initiative (CHAI) is seeking a uniquely qualified individual for the position of Director of Operations in Papua New Guinea. Having successfully secured $25 million USD in program funding through 2015, CHAI PNG is an innovative, rapidly expanding program that is on the forefront of addressing the HIV epidemic while strengthening primary health systems in PNG. The Director of Operations will be based in Port Moresby with travel to CHAI supported sites. CHAI PNG focuses on the key areas of Laboratory, Prevention of Parent to Child Transmission, Supply Chain Management, and the Rural Initiative (a major effort to decentralize HIV care and treatment for the rural majority). These programs, staffed by a highly skilled team of both national and international professionals, have successfully developed several models which are being replicated nation-wide. The success of CHAI’s efforts is based on strong relationships and support from the PNG National Department of Health and other partners. The Director of Operations will provide financial, administrative, and logistical support and oversight to ensure CHAI programs can function properly. This position provides a singular opportunity to support a team engaged in a pioneering effort to bring healthcare to some of the world’s poorest and most remote communities.

Responsibilities:
*Work with the Country Director to establish standard operating policies and procedures which guide and support staff to implement programs effectively
*Collaborate with local Finance team to improve in-country financial systems; work to ensure cash flow and financial controls are maintained
*Provide administrative oversight and operational support to the CHAI team including logistical management of staff movement and coordination of travel
*In consultation with the Country Director, assist with management of human resource issues
*Ensure implementation of safety and security policies for all CHAI staff and serve as a point person on security issues
*Work with the National Department of Health and CHAI staff to improve efficiencies in the Supply Chain Management program; collaborate with logistics unit of the Department of Health to improve procurement, forecasting, and drug supply of HIV related commodities
*Identify and support staff at all levels to ensure maximum effectiveness, and implementation that is consistent with both CHAI’s mission and the local context
*As directed by the Country Director, represent CHAI with both government and non-governmental stakeholders

Qualifications:
*Masters level in Public Administration, Business, Public Health, or related fields with 5-7 years work experience
*Knowledge of HIV and/or health programs helpful
*Experience working in resource-limited settings a major plus
